This accessibility statement applies to the Julkari Repository. This statement was written on 9 January 2020. Its English translation was made on 26 November 2020 and published on 18 December 2020. The statement was last updated on 8 March 2023.
Julkari is the digital publication repository of organizations in the sector of the Ministry of Social Affairs and Health, founded in 2012. The repository contains material starting from the 1980’s.
The organizations using this repository are responsible for the accessibility of publications (attachment files) stored in the repository and have each conducted the accessibility assessment of their contents.
The National Library of Finland is responsible for and has evaluated the accessibility of the user interface.
Accessibility legislation does not apply to content stored in the repository prior to 23 September 2018. The content is not updated, nor is it needed for handling unfinished matters with the authorities. (Act on the Provision of Digital Services 306/2019).
The repository contains self-archived publications that are not produced, funded, or supervised by the Julkari organizations. Therefore accessibility legislation does not apply to them.
This website is compliant with critical accessibility requirements. The website is not yet fully compliant with all the requirements.
Accessibility deficiencies in publications stored after 23 September 2018 are specified below by each organization.
The publications that have been published since 2020 adhere to the WCAG 2.0/AA-level accessibility standards. We have paid attention to colour contrasts in the publications and have added alternative texts to graphs. We have also paid attention to the readability of the texts. Individual publications may include incorrect tags and problems relating to the order of reading and multilingual texts. The Työeläke journal is also available as a digital journal. Go to Työeläkelehti. The Finnish Centre for Pensions is not liable for the accessibility of the parallel publications of research articles.
Between 23 September 2018 and 23 September 2019, Fimea stored around 90 publications in Julkari. These publications are not completely accessible, as they lack e.g. alt descriptions of their figures and tables.
Articles published in Fimea’s Sic! magazine are provided in an accessible format on the magazine’s website at sic.fimea.fi.
Parallel publications of research articles are links to articles included in third-party publications. Fimea is not responsible for the accessibility of these publications.
Publications of STUK stored in the repository between 23 September 2018 and 23 September 2019 are not fully accessible and for example text alternatives are missing. The layout templates of STUK were made accessible during 2019 and since 23 September 2019 publications have been checked for accessibility prior to publication.
On the whole, THL publications meet the accessibility requirements from 1st of April 2019 onwards. During the period of 23 September 2018 – 1 April 2019, about 100 publication files with missing text alternatives and headlines were deposited to Julkari. However, these publication files are structured and can thus be read with reading aids. During the 2019, THL revised its publication layouts to comply with accessibility standards. Problems may occur in individual publications regarding their reading order. Parallel publications of research articles are third party content, and thus not subject to Julkaris’ accessibility requirements.
Research publications and reports that are within the scope of the applicable legislation and have been published after 23 September 2019 are accessible with the exception of colour contrast and tables. Single publications may have faulty tags and problems with reading order and definition of language.

The pages do not provide a Skip to main content link or an alternative logical heading structure. The primary content of the page is therefore not easily accessible when assistive technologies are used.

Link texts related to publications leading to RefWorks are not clear enough, and their target is not explicitly indicated. The same applies to the links related to the permanent identifiers DOI and URN.
